The EU wants 10% recycled fibre in every garment. Can it survive a playground?

There is a proposal in Brussels that every garment sold in the EU should contain at least ten per cent recycled fibre from 2028. It came from Recycling Europe Textiles, the trade body representing the recyclers, and it would sit inside the ecodesign requirements the Commission is preparing for clothing. It is a request rather than a law, and it may not survive in that form. I want to take it seriously anyway, because it is the first time the recycled content conversation has collided head-on with the thing I care most about in school uniform, which is whether the garment lasts.

I was wrong about recycled content for years. I treated it as straightforwardly good, a number to push upward on a spec sheet. Then I started specifying it into garments that children wear five days a week, and I watched what happened at the knee and the cuff.

The difficulty is cotton, not polyester

Mechanically recycled cotton is made by shredding fabric back into fibre, and shredding cuts the fibre. Virgin cotton for a decent uniform shirt might have a staple length around 28 to 30 millimetres. Recycled cotton commonly comes back at half that or less, and short fibre cannot be spun into a strong, smooth yarn on its own. It has to be blended with longer virgin fibre to hold the yarn together, which is why you rarely see high recycled cotton percentages in anything structural. Push the proportion up and you get more protruding fibre ends, which is another way of saying pilling, and lower tensile strength, which is another way of saying the seam goes first.

Recycled polyester behaves differently. Most of it comes from post-consumer bottles rather than clothing, and the resulting polymer is close enough to virgin that the mechanical properties barely move. The honest caveat is that bottle to garment is not a loop at all: it draws material out of a food-grade recycling stream that was already working and moves it into one that mostly is not. Fibre-to-fibre polyester recycling exists and is scaling, but it is not yet where the volume comes from.

Ten per cent is the interesting number

This is why ten per cent, specifically, is a reasonable ask rather than an alarming one. In a cotton-rich shirt or a polycotton polo, a ten per cent recycled fraction can generally be carried in the blend without a measurable loss in abrasion resistance or seam strength. The trouble starts in the twenties and thirties, and it starts unevenly. A recycled fraction that is perfectly fine in the body of a t-shirt can fail in a trouser knee, because the failure mode there is abrasion rather than tension.

So the durability objection is not really an objection to ten per cent. It is an objection to a percentage being treated as a virtue in itself, with no reference to where in the garment it sits or what that part of the garment is being asked to survive.

Say the number, then show the test

The honest reconciliation, and the one I think regulation should push toward, is transparency per production lot rather than a headline figure on a hangtag. For each run: the actual composition, the recycled fraction and its source, and the durability results. Martindale abrasion cycles under ISO 12947. Seam slippage. Tear strength. Dimensional stability after repeated laundering. These are ordinary mill tests that most suppliers already have sitting in a drawer. Nothing about them is exotic. The only unusual thing is publishing them.

A school can then compare two claims that currently look identical on paper. Thirty per cent recycled content with no test data, and ten per cent with an abrasion result attached, are not the same offer. The second is the one that keeps a blazer on a child for three years instead of two, and a garment that lasts a year longer has already beaten the recycled fraction on every environmental measure I know how to calculate.

What I hope the final rule says

If the Commission does mandate a minimum, I hope it arrives with a durability floor next to it. A recycled content rule without one is, in effect, an instruction to make weaker clothes and call it progress. ESPR is expected to bring mandatory durability requirements for textiles as well, and the two provisions only make sense together.

Until they arrive, ask any supplier for both numbers, and be careful with anyone who volunteers only the flattering one.
